William Bell Obituary

It is with great sadness that the family of William Edward Bell announces his passing on October 5th, 2025.

William Bell started his life as William Pahl, and was born on August 20th, 1951. His father passed away when he was three years old as the result of disabling wounds received in World War II. The marriage of his mother to his stepfather at age eight resulted in a legal name change.

Bill was a proud alumnus of Penn State University, and an even prouder parent and grandparent. He also received his Master of Public Administration from Marywood College. Bill was a hard and dedicated worker, employed in the finance industry and then for years as a trusted consultant and advisor to local governments and schools. He took pride in being able to assist local towns and school districts.

Bill and his wife Elaine were blessed with three daughters: Erin Brogna (Alex), West Pittston; Cathleen Schmonsees (Kevin), Wilmington, NC; and Cara Green (Michael), West Pittston. They were also blessed with wonderful grandchildren: Tony Saitta; Grace Schmonsees; Ali Brogna; Morgan Schmonsees; Anderson Green; and Austin Schmonsees.

Bill was preceded in death by his father, William Pahl; his mother, Anne Stratton Pahl Bell; and his stepfather, William Bell.

Bill is survived by his loving wife of over 51 years, Elaine Lucarella Bell, and his children and grandchildren. He is also survived by his brother-in-law Louis Lucarella (Julie); sister-in-law Anna Marie Sernak (James); sister-in-law Suzanne Bratlee (Ross); numerous nieces, nephews, and cousins.

The family wishes to thank the health professionals that have guided and cared for Bill over the past year and a half, especially Dr. Kevin Musto, as well as Traditional Home Health Hospice.

At Bill’s request, services will be private. Donations, if desired, may be made to local charities of individual choice in Bill’s name.

Arrangements are in the care of Gubbiotti Funeral Home, LLC, 1030 Wyoming Ave., Exeter.
